Alright. This is to clear up some confusion.
Soul Reapers:
Shinigami or Soul Reapers are always at FULL POWER, And FULL SPEED. Unless their shikai/bankai states otherwise. Their base powers are ONLY Kido, and general soul reapers powers. Such as riatsu sensing and sword work. This is a recommended for more skilled RPers.
Arrancar:
Arrancar are NOT at full power in base, and are NOT full speed. Their releases have a direct correlation with this. This also balences out their very "unlimited" techniques they have in base, compared to soul reapers. This makes them good for new users.
Quincy:
Quincy are among the fastest in the verse. However, their full speed/power is not unlocked until going into their final form. However, their ability to mold and manipulate rieatsu makes them a powerful species, and a wide range of attacks. This is a balanced class, and fairly easy to learn.
Sinners:
This race seems to be growing ever popular after the new movie. They are at full power and full speed all the time, unless they have restrictions such as chains, or their powers state otherwise. They are about as versatile as arrancar making them a very powerful choice, and good for new users.
Fullbring:
This race is fairly balanced among the verse. They for the most part are not at full power all the time. As they now could POSSIBLY [up for debate] have a second form, unlocking their true power. This is a moderately difficult class.
